This has to do with a dispute between Satmar, the largest Hasidic dynasty in Williamsburg, and another group, who put up an eruv around most of Orthodox Williamsburg. Modify my understanding if I'm wrong here, but an eruv, under some interpretations, effectively makes an area a home so that it is OK to carry around objects like keys and baby strollers (i.e. to work) on Shabbos. The son of the rabbi currently in charge in Satmar sees that as something that can lead down the slippery slope toward which people might start conducting business on Shabbos.
