This is the treacherous Seymour Narrows, the narrowest part of the strait between Vancouver Island & the Canadian mainland. Strong currents and underwater reefs lead to the upwellings you see here. But it used to be far worse. There was a reef called Ripple Rock in the middle of the strait, which over the years sunk 119 vessels and claimed 114 lives. It was demolished in 1958 by 1375 tons of high explosives in the largest humanmade non-nuclear explosion ever. Here's a nice site with the history: www.vancouverislandabound.com/tamingof.htm
