That would be the lower sign. The upper one is, of course, the speed limit. You're pretty much not allowed to park anywhere in Japan. That being said... the police aren't particularly strict in enforcing parking regulations. In some places, the responsibility to enforce parking regulations has been contracted out to private operators but I haven't heard much as to their performance thus far. Nor do i care, honestly. My town hasn't signed up.

A dapper haniwa sports a stylish bow tie. Haniwa are traditional Japanese funerary objects. Some were buried with the dead and others were used to mark grave boundries. They are made of clay and the oldest are over 1500 years old. This one, a decoration placed along a walking path, is probably not more than a few years old and most certainly not marking a grave. I hope...
