Future Transporter Bridge, in Royal Victoria Dock?

Apparently the bridge has been designed to have a suspended platform travelling to and fro at ground level - a modern day transporter bridge. However, currently only the landing stages exist, the moving platform has not been built. I am not sure it ever will be, as being where it is, it would probably just get vandalised. In the background is the ExCel centre.
