Cespedes - as the leader of the original war of independence against Spain - is the father of the nation, and seems to have precipitated the emancipation of slaves on the island. The two flags are because there were two different designs proposed at the time. The one on the right was Cespedes', and the one on the left (that was adopted) included symbols of Texas in honour of the southern US States' fight for independence from the north - which was kind of ironic given their opposition to emancipation.

...and with flags and flowers. They have a little changing of the guard ceremony every half hour, when middle aged French tourists tramp all over the grass, monument and dignity of the ceremony as they fight for the best camera angle, pursued by stewards. The troops are kids who are doing their year's national service. (The national service is quite flexible depending on whether you're at university, what you're studying etc.)
