655 Centenniel Road, Vancouver, BC. Located at the Port of Vancouver, north foot of Heatley Avenue. The Port of Vancouver serves close to 300 ship visits and 1 million passengers at its two cruise terminals, Canada Place and Ballantyne. Construction began on Ballantyne Pier in 1921. Although only a cargo-storage and loading facility for Vancouver's busy port, the original pier was designed more as a triumphal gateway to the city than a warehouse. With its completion in 1923, Ballantyne Pier was the most technologically advanced port in the British Empire. The building was originally a cargo terminal; however, it was temporarily put into service for cruise passengers in 1983. It has been in continuous service ever since. This building is the 1996 Winner of the Heritage Adaptive Re-Use Award.

Radar? Navigational or weather? I think the spinny-bar things are navigational, so perhaps this is a weather radar. Actually, it looks like a satellite communication antenna.. something similar to this.
