The City of the Dead is basically a cemetery inhabited by comparatively poor people who cannot afford more expensive habitation. Families initially lived in their own fully equipped family mausoleums. If they were lucky enough to be able to move elsewhere they often rented or sold the mausoleum for another family to live in. There is no accurate count as to the numbers living here but the population is estimated to be from 30,000 to a million residents.
