Pedestrians on a bleak stretch of I Street (semi-officially recognized as Eye Street), N.W., between 15th and 16th Streets, pass through a gantlet of electronic eyes at the CIO-AFL headquarters, and a garage entrance, later to be confronted by a closed sidewalk (heralded by the orange signs ahead).
